Systems Analysis & Design

IGOR works with complex systems to understand how people, organisations, technologies, information and environments interact, revealing structures, dependencies and behaviours that cannot be understood by examining individual components alone.

Complex systems rarely have simple boundaries. IGOR analyses the relationships between people, organisations, technologies, information and environments to understand how distributed systems behave — and designs new ways for them to work.

IGOR has worked extensively with Australia’s national security and emergency management communities, contributing to the security of Australia through systems analysis, organisational design and applied research.

We combine human science, systems thinking and computational methods to:

Analyse complex organisational and social systems and the relationships between their component parts;
Identify critical nodes, dependencies, information flows and structural gaps within distributed systems;

Model human, organisational and social variables within complex systems;
Design organisational and information architectures that enable distributed capabilities to operate as coherent systems;
Evaluate alternative system configurations and approaches to improve coordination, resilience and effectiveness;
Generate evidence to support organisational, capability and technology design decisions.

Selected Work

Understanding Distributed Social Systems

IGOR provided social and cultural modelling and analysis support to a DSTO research project examining social theories and social network data. The work examined a globally distributed social system without formal organisational architecture, identifying significant nodes and relationships through which patterns of influence and behaviour could be understood

Designing a Federated National Capability

IGOR advised Australia’s national security and emergency management community on organisational learning and knowledge management across Australia’s highly distributed emergency-management and security capabilities. The work examined the structural and information-sharing challenges created by independent state jurisdictions and organisations, and developed a federated organisational model through which distributed capabilities could coordinate as a coherent national system.

Biometric Systems Analysis – Evaluation Complex Technology Systems

IGOR worked with the Australian Federal Police through a DSTO project to analyse alternative approaches to biometric systems. The work examined available techniques and technologies in the context of their potential deployment across diverse operational environments, supporting decisions about the design and application of biometric capability.

Building an Enduring Military Operations Analysis Capability

IGOR worked with Headquarters Joint Operations Command and DSTG to establish an enduring analytical capability for understanding complex military operations and exercises. The work connected system-level analysis, organisational knowledge and practical analytical methods, with Talisman Sabre 13 providing its first major application.

IGOR designed the evaluation architecture for Talisman Sabre 13, a major U.S.–Australia Combined Task Force exercise. The work established the frameworks, indicators and measures required to evaluate performance and certify the achievement of multinational training objectives.
