The Defence Materiel Organisation engaged IGOR to contribute to the Strategic Reform Program (SRP), a major program of organisational reform across the Australian Defence Organisation (ADO). The SRP was established to improve the efficiency and accountability of Defence while ensuring that the organisation could deliver and sustain Force 2030 within the funding envelope provided by the Australian Government.

The challenge was not simply to reduce costs. Defence is a complex socio-technical system comprising military personnel, Defence public servants, acquisition and sustainment organisations, technologies, information, processes and, in relevant areas, Defence industry. Changes made in one part of that system could have consequences elsewhere. The task therefore required understanding how activities, resources, organisational structures and accountabilities interacted across the broader Defence system, and where changes could improve performance without undermining capability.

IGOR contributed a systems-based approach to reviewing activities across the ADO, examining how work was organised and how resources were being used to support the development, delivery and sustainment of future Defence capability. This provided a structured basis for identifying opportunities to improve effectiveness and efficiency, strengthen accountability and support better decisions about how Defence resources should be allocated.

The work recognised that organisational performance is determined not only by individual activities, but by the relationships between activities and the wider system in which they operate. IGOR’s contribution was therefore concerned with making those relationships visible: understanding dependencies, identifying duplication and inefficiency, examining interfaces and accountabilities, and determining where changes to the system could produce better outcomes.

The SRP provided a mechanism for translating that analysis into practical reform across Defence. Rather than treating efficiency as an isolated financial exercise, the work connected organisational performance to the larger strategic requirement: ensuring that Defence could continue to develop and sustain the capabilities required for Force 2030 while operating within a constrained and accountable funding environment.

IGOR’s contribution was to bring systems analysis to a complex organisational reform problem — helping Defence understand not just what activities it undertook, but how those activities combined to produce capability, where the system was performing poorly, and where reform could improve its effectiveness and efficiency.
