TS13 Multinational Exercise Evaluation

IGOR designed and developed the evaluation framework for Talisman Sabre 13, the major U.S.–Australia combined exercise focused on Combined Task Force (CTF) operations in a mid-intensity, high-end warfighting environment. The work established the planning tools, monitoring and evaluation framework, indicators of progress and Measures of Effectiveness (MOEs) required to assess exercise performance and determine whether its objectives had been achieved.
IGOR’s work supported the evaluation and certification of the exercise as evidence of multinational training capability, providing a structured means of assessing how effectively the combined force operated against its intended objectives.
What this demonstrates: IGOR can design evaluation systems for large, complex activities involving multiple organisations, nations and capability areas, translating strategic objectives into measurable indicators and evidence of performance.
